NOTICE: Miroslav Lajčák to attend the Foreign Affairs Council in Brussels on Monday

The Slovak Minister for Foreign and European Affairs Minister, Miroslav Lajčák, is to attend a regular Foreign Affairs Council (FAC) meeting in Brussels on Monday 18 July, the first such meeting during the Slovak Presidency of the Council of the EU.

The meeting will open with a discussion on the situation in Turkey following the unsuccessful coup attempt over the weekend. Also scheduled is a debate on Latin America, which will centre around an assessment of the latest developments in the region and on a further direction for EU policies vis-à-vis that region, with a particular emphasis to be laid on reasserting interest in deepening mutual cooperation. In this connection, the debate will mainly focus on the EU’s relations with Cuba, the situation in Venezuela and Colombia. The talks are also set to serve to prepare for the EU-CELAC ministerial meeting.

In the context of the recently adopted EU Global Strategy on Foreign and Security Policy, the ministers will discuss approaches to its effective implementation in line with the EU’s sectoral policies as well as ways to develop its sub-strategies.

Another important topic is the future direction of the EU’s strategic partnership with China, based on the new EU strategy on China and the outcome of the EU-China summit in Beijing last week. The discussion will also involve modalities for mutual cooperation in all areas, including with respect to the talks on the investment agreement, connectivity, international security, as well as in the context of the dialogue on human rights.

The ministers will also tackle the issue of migration, assessing the possibility of building partnerships with third countries with the aim of effective control of migratory flows, evaluate the implementation of the EU-Turkey agreement, and exchange views on the high-level plenary meeting on migration due in New York in September.

In the margins of the FAC meeting, a working breakfast will take place with US Secretary of State John Kerry, involving primarily an exchange of stances on current foreign-policy issues and conflicts.

The Council will adopt conclusions on Venezuela and on an EU strategy on China, as well as conclusions on South Sudan, Somalia, Afghanistan and Pakistan.

After the meeting, Mr Lajčák will chair, on behalf of the EU, the Intergovernmental Conference with Serbia, where the Union is to open two chapters in the accession process of the Western Balkan country, specifically chapter 23 (Judiciary and fundamental rights) and chapter 24 (Justice, freedom and security). This represents the first success of the Slovak Presidency within the priority area of EU enlargement policy.

External investment plan on the agenda of ministers responsible for development policy

The informal meeting was chaired by the High Representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini, and the Slovak Presidency of the Council of the EU was represented by the State Secretary of the Ministry of Foreign and European Affairs, Lukáš Parízek.

Bratislava Summit: the capital city will host 27 EU heads of state or government
On Friday 16 September, Bratislava will host the informal summit of 27 heads of state or government of the EU Member States, President of the European Council Donald Tusk and President of the European Commission Jean-Claude Juncker. Participants at the informal meeting, known as the Bratislava Summit, will discuss the future direction of the EU after the results of the referendum in the United Kingdom in which the citizens made a decision to withdraw their country from the common European project.
